‘P50-M send-off gift for Reyes’

Thursday, January 27, 2011 4:18 PM

From the Philippine Daily Inquirer.

MANILA, Philippines—A retired lieutenant colonel on Thursday made a surprise appearance at the Senate and disclosed how he and his ex-bosses allegedly amassed wealth, with a large portion of the loot taken from soldiers’ salaries.

Seated on a wheelchair following a stroke, George Rabusa dropped a bombshell: that Angelo Reyes, a former Armed Forces chief of staff, received a send-off gift (“pabaon”) of “not less than” P50 million when he retired in 2001.

Rabusa said he personally delivered the cash to the “White House,” Reyes’ then quarters at Camp Aguinaldo, that year. He said he was accompanied by the then military comptroller, Lt. Gen. Jacinto Ligot.

“We had to convert [the money] to dollars because it was very bulky,” Rabusa said during the Senate blue ribbon committee’s initial hearing on the plea bargain between government prosecutors and ex-military comptroller Carlos Garcia.

On top of the purported “pabaon,” Reyes, who later became defense secretary, allegedly received a monthly take of at least P5 million—or around P100 million in his 20 months as AFP chief of staff. Rabusa said he and Ligot made the monthly deliveries.

Rabusa said Reyes’ office also received another P5 million monthly, but added that the amount was spent for office needs and was not necessarily pocketed by Reyes.

He said the distribution of hefty amounts to top military officials was a “tradition” in the AFP. “It was there when we got there. We inherited it from those who came before us,” he said.

He added that this tradition had also benefited two other AFP chiefs of staff, Diomedio Villanueva and Roy Cimatu, who allegedly each received around P10 million as a “start-up” fund.

“As soon as they assumed office, they already asked to be given,” he claimed.

Can’t remember

Reyes did not vehemently deny Rabusa’s claims, saying only: “I cannot remember accepting” the P50-million “pabaon.”

Ligot also claimed—to the senators’ disbelief—that he could not remember accompanying Rabusa to deliver the money to Reyes.

“I cannot recall going there every month. We go there occasionally…” he said.

How convenient for Reyes, "I cannot remember receiving P50 million". Not I did not receive P50 million, but I can't remember receiving P50 million. So the question is, how much was he getting that P50 million is actually forgettable?

Philippine Car Dealers Take Up Arms

10:12 AM

Seems like car dealers are now arming themselves because of an incident where a prospective buyer held up Venson Evangelista at gunpoint and killed him. Venson Evangelista, is the third person who has been killed in a string of car robberies after Emerson Lozano was killed, he was the son of a prominent Marcos Lawyer Oliver Lozano.

This incident happened where a prospective buyer also held up another car dealer while pretending to test drive the vehicle and tied up the dealer and dumped him in Pangasinan province.

It's getting to be a jungle out there.

Garcia’s P128M now ‘beyond reach’

2:11 PM

MANILA, Philippines—An estimated P128 million that was withdrawn by ex-military comptroller Carlos Garcia’s family from the bank accounts cited in their plunder case is now “beyond reach,” Special Prosecutor Wendell Sulit said Tuesday.

Sulit told reporters that the money was withdrawn before the bank accounts were frozen. “How will you freeze air?” she said, adding that it was Garcia’s wife Clarita and their children who had withdrawn the money, and that there was no admission from Garcia that it was given to him.

Asked why the return of the money was not made a condition in the plea bargain with Garcia, Sulit said it was feared that the retired major general would play hardball and that the government might end up losing the case.

“If we will haggle and tell him, ‘We won’t agree if you will not return that,’ we will both take a hardline stance. The plunder case will continue. Before you know it, he will be acquitted and we will end up with nothing,” she said.

Sulit expressed the prosecutors’ belief that the plea bargain with Garcia was the best option to take because they had insufficient evidence to take him down for plunder.

She said this was because the testimonies of the suppliers and contractors who supposedly colluded with Garcia did not materialize, as had been promised by then Ombudsman Simeon Marcelo who filed the plunder case.

Asked to comment, Marcelo denied having promised to present the contractors. He said he believed that Clarita Garcia’s written admission to US authorities that her husband had received money from military suppliers was enough to secure a conviction.

Justice for Singson?

Friday, January 07, 2011 4:52 PM

From the Philippine Daily Inquirer.

SPEAKER FELICIANO Belmonte Jr. said the House of Representatives will initiate an “ethics investigation” into the case of Ilocos Sur Rep. Ronald Singson. Several legislators have called for the expulsion of Singson after reports surfaced that he would plead guilty to the lesser offense of drug possession before a court in Hong Kong, where police have lodged the graver charge of drug trafficking.

Reports have it that Singson would be facing a charge of “disorderly behavior,” which Belmonte says could be meted out the maximum penalty of expulsion. Right off, accusing Singson of “disorderly behavior” seems rather underwhelming. “Disorderly behavior” would cover, say, a member of Congress slapping the House sergeant-at-arms at the height of an impeachment vote; or a Muslim member of Congress slapping a waiter over the alleged offense of serving pancit cooked with pork. (Neither of these cases, by the way, merited either an investigation or a reprimand.)

But even the mere possession of cocaine, smuggled into Hong Kong after Singson was escorted through the Ninoy Aquino International Airport (NAIA) and evaded basic security scrutiny, is already a huge black mark against the Philippines, never mind Filipino lawmakers. To think that Filipinos were already suffering a bad rep due to the botched Luneta hostage rescue. Maybe the people of Hong Kong (if not China) are convinced we’re such f—k-ups because even our “respectable” officials are perpetually high on drugs!

Sennheiser MM 50i Review

1:10 PM

I listen a lot to my iPod when I take the train and a few weeks ago I lost my Panasonic earphones. I was considering buying the new Bose IE2 In-Ear headphones when it was on sale, but the store I went to was sold out.

And since I couldn't find another store selling them, I put off buying a new headphone and just used my 20 year old Sony earphones.

After the New Year, instead of staying in the house, we decided to go to the mall and hang out. So we went to the Apple store and played around with their stuff. I noticed on the iPhone table a new set of headphones that I've never seen before. Turns out they were the new Bowers and Wilkins P5 headphones.

I tried it out and the sound literally blew me away! But at $299.99, the price was just out of my current budget and I don't like to carry a big headphone while riding the train.

As I got home though, I kept reliving the sound I heard through those B&W headphones which got me itching to get a new headphone. I did some research and I narrowed the choice down to two choices. I did have a few requirements though, they have to be in-ear headphones, they have to be able to block some noise but I wanted noise isolation and not active noise cancellation. The difference is that one just completely covers your ear canal to block out noise, the other actually emits a inverse phased sound to the outside noise to cancel it out. The third requirement is that they be compatible with the iPhone so they have to have a mic.

I narrowed my choice down to the Ultimate Ears SuperFi 5Vi

the MetroFi 220vi

or the Sennheiser MM 50i.

Problem is, I've never tested any samples of these headphones. But based on my research, I had my heart set on getting the Ultimate Ears SuperFi 5Vi based on all the positive reviews and specs I found on the Ultimate Ears website. I like how a lot of professional musicians use their headphones although I know that their consumer use headphones doesn't necessarily mean they would have the same quality as their professional series headphones.

In any case, I went to the store and I found no Ultimate Ears at all. Zilch, nada, zip. All they had was the Sennheiser MM 50i and it was on sale. So I had a choice, do I wait and go to another store or do I just buy these Sennheisers on sale? Well, I'm cheap, so it was no contest and bought the Sennheisers.

I wasn't expecting much for these headphones since I really have no previous experience with this brand. All I know from reading the reviews was that don't expect a lot of bass like you hear from Beats by Dr. Dre headphones.

So I tested them out. The Sennheiser comes with 3 sizes of ear pieces to suit your ear.

When I initially put them on, I wasn't immediately impressed. I thought it was weak compared to the samples I heard from Bose and the B&W P5. I also noticed that I have a hard time keeping them in my ear as the buds were too short and not angled to keep in my ear as the wires hanging down keep hitting the gap in my ear that prevents it from getting deeper. So I was losing a lot of sounds.

I finally figured that it works better if I have the wires pointed up so I can put the ear piece deeper in my ear canal. The difference was night and day! Suddenly, the bass was deeper and the sound was clearer. Not to mention, noise isolation was actually working this time as I don't hear as much noise outside.

The drawback to this of course is that it looks a bit silly and I'm not sure whether this is the right way to wear this earphones. I tried looking online but even Sennheiser's website doesn't have a user manual for MM 50i.

Sound

The sound quality I would say is better than my previous Panasonic headphones. It doesn't have as deep a bass as the Bose headphones or the B&W P5. But the main difference I heard was I hear the mid-range and highs better with the Sennheisers. The music I mainly listen to is Rock and Roll with a lot of Beatles songs. The songs I listened to at the Apple Store with the B&W P5 were song from the Beatles so I'm comparing my Sennheisers by listening to The Beatles on my iPod. I have the equalizer set to "off" and I also set the equalizer on the iPhones at the Apple Store to "off" for a fair comparison.

The B&W P5 has a lot richer sound and the bass is strong but soft, with no hard edge unlike the Beats by Dr. Dre headphones. The Sennheiser's bass is not as strong but it's not too soft either. The main problem with the MM50 is that if you have it in wrong, you lose the bass sound. When worn properly, the bass is strong, but not loud or hard. It's almost like the B&W P5 bass but a tad less.

The strong point of the MM50 is that the mid-range and highs are very very clear with no distortion. It's very distinct and I've heard instruments from The Beatles songs that I never heard before which totally amazes me.

Before using these MM 50ip, I heard a lot of the low bass and drums but hardly the tingle of bells or the high notes of George Harrison's lead guitar. Now I hear them clearly and cleanly. I have my music ripped at 256K VBR and I am considering ripping them again at Apple Lossless to see if I can hear at even better quality.

Construction

The Sennheiser MM 50i construction is more like the older style headphones of the 1980s where there are two wires stuck together. Unlike the newer models where the two wires are wrapped around a single tube which makes them thicker and hopefully stronger.

I don't exercise with headphones so I'm not too concerned about these headphones being beaten up. But it does look a bit flimsy.

The wires going to your ears are asymmetrical where the right wire is longer than the left. This is built so that it goes behind your neck so you don't accidentally pull them. I found this out from the salesperson as he had the same headphones. But I wouldn't have known them since Sennheiser doesn't have any instructions on how to use these headphones.

This is a very important point since if you didn't know and kept the wires in front of you, it would be really annoying to use.

The stereo plug to your iPod/iPhone is also quite small and short, which may cause you to break the wiring inside if handled improperly. There is a danger that if you're in a hurry, you'll pull the wire instead of the rubber holders and pull of the wire.

The mic is ok, design wise, it's like an old cellphone mic, but you are able to control your iPod by double or triple clicking the button.

There is no volume control on the headphones.

Overall, I'm happy and very satisfied with the sound quality of the Sennheiser MM 50i. Out of 5 stars, I would give it a 4 if you are not a big bass fan huge bass sounds. If you like bass a lot, these are not the headphones for you. I'm not blown away with the construction as I'm always afraid I might damage it whenever I unplug it. But it does have a 2 year warranty. So I'll give it 3 out of 5 stars for construction.

In usability, I would give it 3 out of 5 stars. Mainly because they don't fit properly downwards which I assume is how you use these type of design headphones but only works when I have them angled up which is silly. Comfort wise, they are very comfortable and my ears don't hurt after long use which is great.

Noise isolation is good and works best if you take public transportation a lot. You don't want to completely isolate sound so you can hear traffic, but at the same time, it blocks out enough noise so you can hear your music clearly.

They normally sell for $99.95 but I got them on sale for $39.99. For that price, I have not much to complain about and I'm happy with the purchase, but it would not be worth it for $99.95.

Two Choices

Thursday, January 06, 2011 4:11 PM

Got this from an e-mail and I wanted to share it with everyone.

What would you do?....you make the choice. Don't look for a punch line, there isn't one. Read it anyway. My question is: Would you have made the same choice?

At a fund raising dinner for a school that serves children with learning disabilities, the father of one of the students delivered a speech that would never be forgotten by all who attended. After extolling the school and its

Dedicated staff, he offered a question:

'When not interfered with by outside influences, everything nature does, is done with perfection.

Yet my son, Shay, cannot learn things as other children do. He cannot understand things as other children do.

Where is the natural order of things in my son?'

The audience was stilled by the query.

The father continued. 'I believe that when a child like Shay, who was mentally and physically disabled comes into the world, an opportunity to realize true human nature presents itself, and it comes in the way other people treat that child.'

Then he told the following story:

Shay and I had walked past a park where some boys Shay knew were playing baseball. Shay asked, 'Do you think they'll let me play?' I knew that most of the boys would not want someone like Shay on their team, but as a father I also understood that if my son were allowed to play, it would give him a much-needed sense of belonging and some confidence to be accepted by others in spite of his handicaps.

I approached one of the boys on the field and asked (not expecting much) if Shay could play. The boy looked around for guidance and said, 'We're losing by six runs and the game is in the eighth inning. I guess he can be on our team and we'll try to put him in to bat in the ninth inning...'

Shay struggled over to the team's bench and, with a broad smile, put on a team shirt.. I watched with a small tear in my eye and warmth in my heart. The boys saw my joy at my son being accepted.

In the bottom of the eighth inning, Shay's team scored a few runs but was still behind by three.

In the top of the ninth inning, Shay put on a glove and played in the right field. Even though no hits came his way, he was obviously ecstatic just to be in the game and on the field, grinning from ear to ear as I waved to him from the stands.

In the bottom of the ninth inning, Shay's team scored again.

Now, with two outs and the bases loaded, the potential winning run was on base and Shay was scheduled to be next at bat.

At this juncture, do they let Shay bat and give away their chance to win the game?

Surprisingly, Shay was given the bat. Everyone knew that a hit was all but impossible because Shay didn't even know how to hold the bat properly, much less connect with the ball.

However, as Shay stepped up to the plate, the pitcher, recognizing that the other team was putting winning aside for this moment in Shay's life, moved in a few steps to lob the ball in softly so Shay could at least make contact.

The first pitch came and Shay swung clumsily and missed.

The pitcher again took a few steps forward to toss the ball softly towards Shay.

As the pitch came in, Shay swung at the ball and hit a slow ground ball right back to the pitcher.

The game would now be over.

The pitcher picked up the soft grounder and could have easily thrown the ball to the first baseman.

Shay would have been out and that would have been the end of the game.

Instead, the pitcher threw the ball right over the first baseman's head, out of reach of all team mates.

Everyone from the stands and both teams started yelling, 'Shay, run to first!

Run to first!'

Never in his life had Shay ever run that far, but he made it to first base.

He scampered down the baseline, wide-eyed and startled.

Everyone yelled, 'Run to second, run to second!'

Catching his breath, Shay awkwardly ran towards second, gleaming and struggling to make it to the base.

By the time Shay rounded towards second base, the right fielder had the ball . The smallest guy on their team who now had his first chance to be the hero for his team.

He could have thrown the ball to the second-baseman for the tag, but he understood the pitcher's intentions so he, too, intentionally threw the ball high and far over the third-baseman's head.

Shay ran toward third base deliriously as the runners ahead of him circled the bases toward home.

All were screaming, 'Shay, Shay, Shay, all the Way Shay'

Shay reached third base because the opposing shortstop ran to help him by turning him in the direction of third base, and shouted, 'Run to third!

Shay, run to third!'

As Shay rounded third, the boys from both teams, and the spectators, were on their feet screaming, 'Shay, run home! Run home!'

Shay ran to home, stepped on the plate, and was cheered as the hero who hit the grand slam and won the game for his team

'That day', said the father softly with tears now rolling down his face, 'the boys from both teams helped bring a piece of true love and humanity into this world'.

Shay didn't make it to another summer. He died that winter, having never forgotten being the hero and making me so happy, and coming home and seeing his Mother tearfully embrace her little hero of the day!

AND NOW A LITTLE FOOT NOTE TO THIS STORY:

We all send thousands of jokes through the e-mail without a second thought, but when it comes to sending messages about life choices, people hesitate.

The crude, vulgar, and often obscene pass freely through cyberspace, but public discussion about decency is too often suppressed in our schools and workplaces.

If you're thinking about forwarding this message, chances are that you're probably sorting out the people in your address book who aren't the 'appropriate' ones to receive this type of message Well, the person who sent you this believes that we all can make a difference.

We all have thousands of opportunities every single day to help realize the 'natural order of things.'

So many seemingly trivial interactions between two people present us with a choice:

Do we pass along a little spark of love and humanity or do we pass up those opportunities and leave the world a little bit colder in the process?

A wise man once said every society is judged by how it treats it's least fortunate amongst them.

Requiem for ‘delicadeza’

Wednesday, January 05, 2011 11:08 AM

From the Philippine Daily Inquirer.

IT IS a testament to the resilience of feudal politics that Ilocos Sur Governor Luis “Chavit” Singson has defended shamelessly his son, Representative Ronald Singson, over calls for the latter’s expulsion from the House of Representatives in connection with the drug charges he is facing in Hong Kong. The congressman was arrested by customs officers at Hong Kong’s international airport in July and later charged with carrying a vial of cocaine weighing about 26 grams in his hand luggage. In an instance of non sequitur and a betrayal of his ignorance about the legislative system despite having been a member of the House of Representatives himself, the governor challenged his son’s detractors to expel first fugitive Senator Panfilo Lacson, who’s outside the jurisdiction of the House.

The statement shows that Chavit Singson will do everything to deflect the blows against his son. To some, this is but a touching paternal gesture, but to most, it is nothing but political highhandedness, an indication of how delicadeza or sense of propriety has disappeared from the vocabulary and from the consciousness, of Filipino politicians.

The governor said calls for his son’s resignation or expulsion are premature since the Hong Kong court has not rendered yet a verdict. He said his son would not plead guilty to drug trafficking but to the “lesser” offense of cocaine possession. To Chavit Singson apparently, the guilty plea is not enough reason for his son to be ousted or to resign from his post. If this is not the height of insensitivity, we don’t know what is. Earlier, the congressman’s lawyers told a Hong Kong court on December 31 that he would admit to drug trafficking when the hearing resumes on January 26.

As they used to say in the Philippines in the old days. "Wala ka bang delicadeza?"
