Manila Mayor Joseph "Erap" Estrada's Manila Bay Clean-Up Drive is a Joke

Manila Mayor Joseph "Erap" Estrada initiated a clean-up drive of Manila Bay where he and other officials are seen riding on a boat with fishing nets to clean up the garbage in the water. What happened however was that the particular part of the water where they were was sort of clean. So for publicity, he had his people throw garbage from another boat into the water so there's garbage for him and his officials to clean-up during their photo op.

There's even people in the water to spread the garbage to make it look "nicer" on the photo.
