This got me thinking, "what is the best way to solve Metro Manila's traffic problem?" It's easy to make suggestions, what's hard is the implementation and the cost of implementation. So what is the the best way to solve Metro Manila's traffic problem and the most cost effective solution?

Punitive Fines
First of all, any implementation will definitely cost money, a lot of money. The cause of the traffic mess is the people themselves so it's only right that those causing the traffic problem should be fined and the fine should hurt. That way, the fines will pay for the cost of enforcing the law.
The fines should start at P500 and goes up every week if you don't pay it within 15 days. To enforce this and prevent people from ignoring the fine. It will be tied to their driver's license or car registration. They cannot renew their d…

, Sen. Richard Gordon waves a thin black and white contraption roughly the size of a notebook. “Kindle,” he shouts.

Villar: Trouble with hellos

Sen. Manny Villar called Fe Barin, chair of the Securities and Exchange Commission, and Francis Lim, then president of the Philippine Stock Exchange, many times sometime between May and June 2007, the Philippine Daily Inquirer has learned.

But the calls, according to SEC and PSE lawyers and brokers interviewed by the Inquirer on separate occasions, were “too many to be easily dismissed and forgotten.”

They couldn’t forget about the calls either, they said, most especially because Villar, then Senate President, wanted the SEC and PSE officials “to throw the exchange rules out the window.”

Villar was seeking the release from escrow of about 1.2 billion of the 5.3 billion secondary shares of Vista Land & Lifescapes Inc. in June 2007 so these could be offered both as primary and secondary shares at the same time, or several days apart.

Of Elections and Massacre

So yesterday we got news that Justice Secretary Alberto Agra has cleared Gov. Zaldy Ampatuan of the Autonomous Region in Muslim Mindanao and his uncle, Maguindanao Vice Gov. Akmad Ampatuan Sr., of the massacre of the 57 people in Maguindanao.

The justice secretary said that their alibi that there were not in Maguindanao at the time of the murder was good enough to drop charges on them. Kind of like saying that GMA did not cheat in the elections because she didn't stuff the ballot herself. Yeah right.

When the decision was made, state prosecutors led by Chief State Prosecutor Claro Arellano Monday protested the resolution that Agra issued on the night of April 16 absolving the two Ampatuans and walked out.

The decision also led to protests and The National Union of Journalists of the Philippines (NUJP) urged the public to wear black to express “rage and disappointment” over the decision of Justice Secretary Alb…

Have you read this article about the speech by PLDT Chair Manuel V. Pangilinan on the graduation ceremony in Ateneo on March 26 and 27? It was said that portions of the speech was copied from speeches of Barack Obama, J.K. Rowling, Oprah Winfrey and Conan O'Brien.

Part of his speech included this line from the graduation speech of Conan O'Brien, "Forty-four years ago, I sat where you now sit. I also thought what you now think: What is going to happen to me? Where can I find a job? Am I really graduating a virgin?"

His public relations department did say that Manuel V. Pangilinan uses the services of speechwriters. Even though it was the speechwriters fault, he did take full responsibility for the mistake and sent in a letter to resign being the Chair of the Ateneo board of trustees.
