There's a lot of these syndicates in the Philippines. Whenever you're out, either leave your bags in your room or make sure you put them under your table in between your legs when you're out eating so you can feel it or place it somewhere you can keep an eye on it all the time.
They say this happened in Binondo. But I don't know which restaurant.
